HAPPY MAHFUZA HOQUE，女，学号：LXS20242020002，孟加拉国籍，护照号：A13798376，2024级计算机科学与技术专业硕士研究生，经费来源：河南省政府奖学金。该生2024年年底离境后未返校，且在2025年非中国政府奖学金年度评审中因个人原因无故参评，留管老师及导师多次催促无果。

HASAN MD MAHADI，男，学号：LXS20242020023，孟加拉国籍，护照号：A01274298，2024级计算机科学与技术专业硕士研究生，经费来源：中国学校奖学金。该生2024年11月离境后未返校，且在2025年非中国政府奖学金年度评审中因个人原因无故参评，留管老师及导师多次催促无果。

《河南工业大学国际学生校级奖学金项目管理办法》（河工大政外〔2025〕5号）第十五条明确规定：“具体综合测评等级划分及细则参考《河南工业大学中国政府奖学金年度评审办法》及附件 1-1《河南工业大学国际学生中国政府奖学金年度评审综合测评细则》执行”。根据《河南工业大学国际学生中国政府奖学金年度评审综合测评细则》第三条：“有下列情况之一者，一经发现，自当学期起取消其奖学金资助资格：（三）未在学校规定时间内缴纳学费、住宿费且多次警告无效者”的规定，取消HALDER ALBERT DAVID的校级奖学金资助；

根据《河南工业大学国际学生省政府奖学金项目管理办法》（河工大政外〔2025〕4号）第十八条：“奖学金生有下列情况之一者，取消其享受河南省外国留学生政府奖学金的资格：（三）无正当理由不参加奖学金评审者”的规定，取消HAPPY MAHFUZA HOQUE的奖学金资助；

根据《河南工业大学国际学生校级奖学金项目管理办法》（河工大政外〔2025〕5号）第十七条：“奖学金生有下列情况之一者，取消其享受校级奖学金的资格：（三）无正当理由不参加奖学金评审者”的规定，取消HASAN MD MAHADI的奖学金资助。

特此通报并即日起公示，公示期3天，即2025年6月20日至23日。

Notice on the Cancellation of Scholarships for Three International Students

1. HALDER ALBERT DAVID, male, student number: LXS20232022003, Bangladeshi nationality, passport number: A04729355, a master's student in Computer Science and Technology (class of 2023), funded by the University-Level Scholarship. Despite repeated reminders from the student management office regarding the payment of tuition fees, accommodation fees, and other outstanding debts, the student failed to settle these obligations within the specified time frame.

2. HAPPY MAHFUZA HOQUE, female, student number: LXS20242020002, Bangladeshi nationality, passport number: A13798376, a master's student in Computer Science and Technology (class of 2024), funded by the Henan Provincial Government Scholarship. This student departed China at the end of 2024 and did not return to campus thereafter. Additionally, during the 2025 annual review for non-Chinese Government Scholarship recipients, she failed to participate in the evaluation process without providing a valid justification. Despite multiple communications from the student management office and her academic supervisor, no resolution was achieved.

3. HASAN MD MAHADI, male, student ID: LXS20242020023, Bangladeshi nationality, passport number: A01274298, a master's student in Computer Science and Technology (class of 2024), funded by the University-Level Scholarship. This student left China in November 2024 and did not return to campus thereafter. Similarly, during the 2025 annual review for non-Chinese Government Scholarship recipients, he failed to participate in the evaluation process without providing a valid justification. Despite multiple communications from the student management office and his academic supervisor, no resolution was achieved.

Pursuant to Article 15 of the "Management Measures for the University-Level Scholarship Program for International Students of Henan University of Technology" (Henan University of Technology Document No. 5 [2025]), which stipulates that comprehensive assessment grades and detailed rules shall be implemented in accordance with the "Annual Review Measures for Chinese Government Scholarships of Henan University of Technology" and Annex 1-1, "Comprehensive Assessment Details for International Students of Chinese Government Scholarships of Henan University of Technology," it is determined that HALDER ALBERT DAVID has violated the regulation outlined in Article 3 of the "Comprehensive Evaluation Rules for the Annual Review of the Chinese Government Scholarship for International Students of Henan University of Technology." Specifically, under clause (3), "students who fail to pay tuition and accommodation fees within the prescribed time despite repeated warnings" will have their scholarships revoked starting from the current semester. Therefore, HALDER ALBERT DAVID's university-level scholarship support will be terminated.

In accordance with Article 18 of the "Management Measures for the Provincial Government Scholarship Program for International Students of Henan University of Technology" (Henan University of Technology Document No. 4 [2025]), which states that scholarship students falling under any of the following circumstances will have their eligibility for the Henan Provincial Government Scholarship revoked, including clause (3) "those who do not participate in the scholarship review without justifiable reasons," HAPPY MAHFUZA HOQUE's scholarship funding will be canceled.

Furthermore, pursuant to Article 17 of the "Management Measures for the University-Level Scholarship Program for International Students of Henan University of Technology" (Henan University of Technology Zhengwai [2025] No. 5), which specifies that scholarship students falling under any of the following circumstances will have their eligibility for university-level scholarships revoked, including clause (3) "those who fail to participate in the scholarship review without justifiable reasons," HASAN MD MAHADI's scholarship support will also be terminated.

This notice is hereby issued and made public immediately. The announcement period is three days, from June 20th to June 23rd, 2025.
